Home Ownership Program |
 |
The City of Goldsboro is committed to provide incentives for reinvestments in the
historic downtown neighborhoods and thus, have created a down payment assistance
program for City Employees, teachers and Seymour Johnson Air Force Base personnel.
The purpose of the Program is to compliment the efforts of the Goldsboro comprehensive
Historic Neighborhood Revitalization Plan, Downtown Master Plan, the Wayne county
Public School's teacher recruitment efforts and to encourage home ownership for
single family, owner-occupied use.

Façade Grant Program |
|
DGDC is committed to helping our downtown merchants and property owners secure both
financial and informational assistance in their efforts to restore or maintain building
facades. The purpose of the Façade Grant Program is: To promote storefront renovation
and restoration of commercial buildings in Downtown Goldsboro; To encourage good
design projects and workmanship, and; To preserve Downtown Goldsboro's unique historic

Preservation Tax Incentive Programs |
Both the Federal and State Government tax laws offer a unique incentive to taxpayers
who contribute to the preservation of this nation's old and historic buildings.
By rehabilitating directly or investing in the rehabilitation of eligible buildings,
taxpayers can take advantage of a two-tier tax credit.
Income producing structures may qualify for up to a 40% tax credit while residential
structures can receive up to a 30% tax credit. Projects must go through a 3-part
"Historic Preservation Certification Application" process at the state and federal
levels, the State Historic Preservation Office and the National Park Service.
Who may apply? Owners of potential "certified historic structures" or lessees of
potential "certified historic structures" with a lease term of 27.5 years for residential
property and 39 years for non-residential property. Generally, only buildings listed
individually in the National Register of Historic Places or potentially eligible
to be listed or buildings located within a "registered Historic district are eligible.

Business Incentive Grant Program |
The purpose of the Business Incentive Grant Program is to a) Stimulate economic
activity downtown, b) Compliment the vision and implementation of the Downtown Goldsboro
Master Plan, c) Meet the market needs of downtown and its surrounding areas, d)
Assist in the recruitment of businesses that benefit and complement the existing
mix of businesses, residences, services and cultural activities downtown.
